Fall Arrest vs. Fall Restraint: Understanding the Difference

Fall arrest and fall restraint are both important approaches to protecting workers at height, but they perform fundamentally different functions.

The simplest distinction is:

Fall restraint helps prevent a worker from reaching a location where a fall can occur.

What Is Fall Restraint?

A fall restraint, or travel restraint, system is configured to prevent a worker from reaching an unprotected edge or another location where a fall could occur.

Rather than arresting a fall, the system limits the worker's movement so the fall hazard cannot be reached when the system is properly configured.

Depending on the application, a restraint system may include:

  • Appropriate body-worn equipment
  • An anchorage or anchorage connector
  • A fixed or adjustable restraint lanyard
  • A lifeline or restraint line
  • Compatible connectors

The critical characteristic is not simply the equipment being used. It is how the complete system is configured.

A restraint system must actually prevent the worker from reaching the fall hazard.

OSHA defines a travel restraint system as a combination of an anchorage, anchorage connector, lanyard or other means of connection, and body support that eliminates the possibility of an employee going over an unprotected edge or experiencing a fall.

Fall Arrest Requires Fall-Clearance Planning

One of the major differences between restraint and arrest is the need to account for fall clearance.

When a fall occurs, the system needs sufficient space to:

Which System Should Be Used?

The appropriate system depends on the work environment and specific hazard.

When workers can perform their work while being prevented from reaching a fall hazard, a properly configured restraint approach can prevent the fall from occurring.

However, restraint is not practical for every job.

Workers may need to:

  • Work directly at an edge
  • Move across a large elevated area
  • Access structural components
  • Climb vertically
  • Perform maintenance in locations where movement cannot be sufficiently restricted

In those situations, an appropriately designed fall arrest system may be required.

The decision should be based on the work being performed, the specific fall hazard, applicable OSHA requirements, equipment manufacturer instructions, anchorage, required worker movement, available clearance, and the overall fall protection plan.
